The statute in question—like most things in the realm of urban planning and zoning—is equally complicated and arcane; it basically sets municipal targets for guaranteed long-term affordable housing. It’s not as though we’re talking about organized crime or a cold-case murder. How could something so dull, so earnest, inspire such a dramatic response?
